Establishes a permit system through the Pennsylvania Department of Transportation for installing automated license plate reader (ALPR) systems on state designated highways, with a 30-day review period for applications

Applies only to ALPR systems used by government agencies (Commonwealth, law enforcement, transportation authorities, political subdivisions) and excludes devices used solely for traffic violations or tolling

Requires MASH-tested (crash-tested) poles in areas without barriers, while non-MASH-tested poles are permitted only behind guardrails, curbs, or other barriers

Sets minimum setback distances: poles must be at least 12 feet from the nearest travel lane if no curb or barrier exists, or at least 4 feet from a curb or barrier

Allows third parties to submit permit applications on behalf of government agencies with signed authorization, and permits single umbrella permits covering multiple locations within the same political subdivision
