Requires the Department of General Services to ensure at least one lactation room exists in every Commonwealth building owned or leased by the Executive, Legislative, or Judicial branches

Lactation rooms must meet mandatory specifications including minimum 80 square feet, ADA compliance, locking doors, visual and sound privacy, an upholstered chair with armrests, working surface, electrical outlet, and waste receptacle

Rooms cannot be bathrooms, storage rooms, or janitor's closets; may be shared with employee lactation rooms to maintain privacy

Optional features may include a sink or adjacent kitchen access, refrigerator, mirror, lockers, seating area for children, and air conditioning

Takes effect six months after enactment
