Proposes adding Section 30 ("Will of the people") to Article I of the Pennsylvania Constitution

Requires all three branches of government (legislative, executive, judicial) to interpret the Pennsylvania Constitution and U.S. Constitution based on the "clear meanings of the words and phrases" as understood "at the time of their writing"

Establishes an originalist interpretation standard as constitutional mandate, limiting judicial interpretation to historical meanings

Follows the standard Pennsylvania constitutional amendment process: requires passage by two consecutive sessions of the General Assembly, followed by voter approval at a general or municipal election
