Prohibits the purchase, sale, offer for sale, or possession with intent to sell parts or products from 24 specified animal species, including elephants, rhinoceroses, tigers, lions, great apes, whales, sharks, and pangolins

Exempts antiques at least 100 years old with documented provenance and musical instruments containing covered animal parts, provided the covered material weighs less than 200 grams and was legally acquired

Allows exceptions for law enforcement activities, federally authorized activities, and educational or scientific use by institutions with IRS tax-exempt status under a permit from the Game Commission

Civil penalties range from up to $5,000 for first violations involving products valued at $250 or less, to up to $20,000 for repeat violations involving products valued over $250

Takes effect six months after enactment and requires the Game Commission to promulgate implementing regulations
