Electric distribution companies must annually report to the Pennsylvania Public Utility Commission on their capability to execute load shedding in response to regional transmission organization directives while minimizing customer impact

Utilities must report on identification of "vital customers and vital facilities" whose service loss would significantly impact health and safety, including those requiring power for medically necessary equipment

Reports must include average power loss duration by customer class, technical limitations on load shed granularity, and whether reasonable advance notice to customers of impending load shed events is possible

The commission must submit an annual summary report by September 1 to the General Assembly, Governor, Office of Consumer Advocate, and affected utilities

Act takes effect 60 days after enactment; submission of required information does not constitute commission approval of utility plans or calculations
