Amends the Public School Code to create a new "first responder training allocation" for Pennsylvania community colleges beginning in fiscal year 2025-2026, providing additional state funding based on enrollment in first responder training programs and courses

Defines "first responder" to include emergency medical services providers, fire company members who respond to emergency calls, Pennsylvania State Police officers, and peace officers who respond to emergency calls

Establishes a weighted funding formula where students in for-credit first responder training programs (two years or less) are counted at 1.50 times their full-time equivalent enrollment, while noncredit first responder training course enrollment is counted at standard weight

Requires community colleges to verify and report full-time equivalent student enrollment specifically in first responder training programs and courses as part of their annual audited financial statements

Creates a new enrollment-based allocation formula for general community college funding that distributes any appropriation increase above the prior year's level proportionally based on each college's audited full-time equivalent enrollment
