Mandates the Legislative Budget and Finance Committee conduct annual reviews of applicable authorities and submit biennial reports to legislative transportation committees by February 1, covering fiscal solvency progress and use of Commonwealth-appropriated funds

Requires applicable authorities to submit at least one transportation project for public-private partnership consideration within 90 days of the act's effective date, with metropolitan authorities required to submit project requests annually beginning in 2027

Applies to SEPTA (Philadelphia-area metropolitan transportation authority) and the Port Authority of Allegheny County (Pittsburgh), with the act taking effect in 60 days
