Amends The Insurance Company Law of 1921 to update references from "Department of Public Welfare" to "Department of Human Services" throughout health insurance claim form provisions

Requires insurers to pay dental benefits directly to the provider of dental services when an insured specifically authorizes assignment of payment, with payment amounts equal to what the insurer would have paid without assignment

Prohibits insurance contracts from barring assignment of payment and mandates claim forms include an option for direct provider payment

Directs the Legislative Budget and Finance Committee to conduct a study examining the costs, benefits, and consumer impacts of direct reimbursement to nonparticipating providers, with a report due within 36 months

Creates a sunset provision for the dental assignment-of-payment requirement if the study finds a decrease in dental network participation of 10% or greater than the median fluctuation rate over the previous 10 years; act takes effect in 60 days
