Amends Pennsylvania's terroristic threats law (Title 18, Section 2706) to automatically elevate the offense to a third-degree felony when threats target schools or institutions of higher education, regardless of whether operations are disrupted

Expands mandatory cost reimbursement for convicted offenders to include supplies, equipment, unused food, and employee wages (including overtime) for all responding entities such as law enforcement, fire companies, EMS, schools, and government agencies

Applies to both criminal convictions and juvenile delinquency adjudications, requiring payment of all evacuation and response costs resulting from the threat

Defines "school entity" broadly to include public schools, charter schools, cyber charter schools, private schools, nonpublic schools, intermediate units, and career/technical schools

Defines "institution of higher education" to include community colleges, State System universities, Penn State, Pitt, Temple, Lincoln, state-related institutions, accredited private colleges, and private licensed schools

Takes effect 60 days after enactment
