Requires intended parents, gestational carriers, and all adult household members to obtain Pennsylvania State Police criminal history checks, FBI fingerprint-based background checks, child abuse history clearances, and sex offender registry checks no more than one year before entering a gestational carrier agreement

Mandates court verification of all background checks before issuing prebirth or postbirth parentage orders, with authority to deny petitions based on disqualifying offenses or refer matters to child protective services

Establishes temporary safe placement procedures (maximum 30 days) with licensed foster care providers or kinship caregivers when background checks are incomplete, while allowing intended parents supervised visitation

Imposes civil penalties up to $10,000 for knowingly entering agreements without required background checks, and classifies submission of false documentation as a third-degree misdemeanor

Takes effect 180 days after enactment and applies to gestational carrier arrangements regardless of whether the birth occurs in Pennsylvania, another state, or outside the United States
