Prohibits drilling or altering any well in Pennsylvania to inject fluids produced from oil and gas production for disposal or storage purposes

Bars the Department of Environmental Protection from issuing permits for oil and gas fluid injection wells

Grants private right of action to residents, property owners, or business operators within 5 miles of a violating well to sue for enforcement in court of common pleas

Allows courts to award actual damages, attorney fees, court costs, and injunctive relief to successful plaintiffs

Takes effect 60 days after enactment
