Authorizes "consumer choice billing" allowing retail electric and natural gas suppliers to issue consolidated bills covering all charges (supply, distribution, and transmission) instead of utilities handling billing

Requires the Public Utility Commission to promulgate temporary regulations within 2 years establishing enhanced consumer protections, supplier licensing requirements, and implementation standards for the new billing system

Mandates suppliers seeking consumer choice billing authorization maintain bonding of $250,000 or 10% of annual gross receipts (whichever is greater), plus additional security equal to two highest months of utility receivables

Requires electric and natural gas distribution companies to submit implementation plans within 180 days of PUC order, and prohibits utilities from using consumer data to market services or share information with unregulated affiliates

Establishes penalties including license suspension/revocation and fines for suppliers or their agents who commit fraudulent, deceptive, or unlawful marketing acts; takes effect 120 days after enactment
