Requires all Pennsylvania school entities (public school districts, charter schools, cyber charter schools, intermediate units, and area career and technical schools) to adopt bullying prevention policies by July 1 of the year following enactment

Mandates schools investigate reported bullying incidents within 3 school days and notify parents/guardians of involved students within 24 hours of confirmed incidents

Requires designation of a bullying response coordinator for each school building and staff training on bullying prevention at least once every 3 years

Directs the Department of Education to develop and publish a model anti-bullying policy and implementation toolkit within 120 days of the effective date

Requires schools to submit anonymized annual bullying incident data through the Safe2Say system, with non-compliant schools publicly identified in the department's annual report
