Establishes the Commercial/Industrial Rooftop Solar Program requiring electric distribution companies to pay monthly for electricity exported from rooftop solar systems (up to 3 megawatts) on nonresidential buildings, calculated at the small commercial customer price-to-compare rate

Projects may export 100% of generated electricity to the grid without any onsite usage requirement, and payments continue for the project's entire serviceable life

Multiple solar projects allowed on the same or adjacent rooftops with combined capacity exceeding 3 megawatts, provided each individual project is separately metered, under 3 megawatts, and has a distinct interconnection agreement

Prevailing wage requirements apply to projects over 1 megawatt that export electricity and receive program compensation

Pennsylvania Public Utility Commission must establish application processes within 180 days, approve or deny applications within 30-60 days, and promulgate implementing regulations within 180 days of the act taking effect
