Creates a two-phase accelerated permitting process: Phase 1 requires a $10,000 fee and allows site preparation work within 3 days of application; Phase 2 requires final design and air quality permits at least 60 days before building construction begins

All permit applications must be certified by a Pennsylvania-licensed professional attesting compliance with applicable laws and regulations

Construction jobs at data center sites must pay prevailing wages to qualify for the accelerated permitting process

Program expires December 31, 2040, though projects already in the permitting process may continue after that date
