Adopts ethical conduct rules for the Pennsylvania Senate's 209th and 210th Regular Sessions (2025-2026), prohibiting Senate employees from conducting campaign activities on work time or using Senate offices and resources for campaign purposes.

Bans Senators and Senate employees from soliciting or accepting cash gifts from lobbyists, principals, or persons seeking official action, and prohibits requiring employees to perform campaign activities or make campaign contributions as a condition of employment.

Restricts Senate-funded mass communications within 60 days of primary or general elections for Senators who are candidates, with exceptions for unopposed candidates, emergency information, and responses to constituent inquiries.

Establishes enforcement procedures requiring violations to be reported in writing within one year, with preliminary inquiry by the Secretary of the Senate followed by independent third-party investigation for employee violations or Ethics Committee referral for Senator violations.

Mandates annual ethics training for all Senators and employees, requires financial interest statements by May 1 annually from Senators and employees involved in official decision-making, and authorizes sanctions ranging from warnings to termination for employees or Senate sanctions for members.
