Recognizes the 34th anniversary of the fall of the Soviet Union and acknowledges ongoing communist rule affecting one-fifth of the world's population in countries including China, Venezuela, and Cuba

Directs the Secretary of the Senate to transmit a copy of the resolution to the Victims of Communism Memorial Foundation in Washington, DC

Requires the designation to be posted on the publicly accessible Senate website
