Establishes the Chief Clerk's office as the central office for all Senate personnel, payroll, and contract matters, requiring detailed personnel files before any employee can be placed on payroll

Governs travel reimbursements for Senators and employees, including mileage payments, per diem allowances for meals and lodging, and restrictions on long-term vehicle leases (with the Chief Clerk authorized to enter master lease agreements with the Department of General Services)

Prohibits Senators or their immediate family members from having a financial interest in district office properties where rent or utilities are paid by the Senate

Requires quarterly publication of all Senate employee names, job titles, compensation, and contractor information, with vouchers and financial records available for public inspection under the Right-to-Know Law

Assigns the Senate Committee on Management Operations authority to arbitrate disputes, establish expense policies and limits, approve out-of-state travel for non-member officers, and adopt personnel rules and regulations
