Documents specific persecution incidents in Pakistan (blasphemy law abuses, 2023 Jaranwala attacks destroying 20+ churches), China (church demolitions, pastor imprisonment, AI surveillance of worship), Haiti (gang targeting of Christian institutions), Nigeria (5,000+ Christians killed in 2023 alone), and India (attacks increased from 147 in 2014 to 831+ in 2024)

Calls on the President, Secretary of State, and Congress to formally recognize Christian persecution as a human rights crisis/genocide, impose diplomatic and economic sanctions on perpetrating governments, and provide humanitarian aid to displaced Christian populations

Reaffirms Pennsylvania's historic commitment to religious liberty rooted in William Penn's founding vision of freedom of conscience

Directs copies of the resolution be transmitted to congressional leadership and all Pennsylvania members of Congress
