Recognizes Pennsylvania's more than 4,800 local government units, including 67 counties, 50+ cities, ~1,500 townships, 950+ boroughs, 500 school districts, and 1,700+ authorities

Acknowledges that over 13 million Pennsylvania residents depend on local government services including roads, police, fire, EMS, water/sewer, education, and judicial administration

Commends local officials, staff, and volunteers who serve their communities, many without compensation
