Establishes ethical conduct rules for the Pennsylvania Senate's 209th and 210th Regular Sessions (2025-2026), prohibiting campaign activities on Senate work time, in Senate offices, or using Senate resources

Prohibits Senators and employees from engaging in discrimination, harassment, or sexual harassment, and establishes protections against retaliation for individuals who file complaints in good faith

Creates an 8-member bipartisan Committee on Ethics with authority to receive complaints, conduct investigations, issue subpoenas, and recommend sanctions including reprimand, censure, or expulsion for violations

Requires Senators and certain employees to file annual financial interest statements by May 1, and mandates annual ethics training including 2 hours on ethics and 1 hour on discrimination/harassment prevention per legislative term

Prohibits Senators and employees from accepting cash gifts from lobbyists, principals, or persons seeking official action, and bars Senate-funded newsletters within 60 days of elections where a Senate member is a candidate
