Pennsylvania Senate petitions Congress to end biannual clock changes and establish a uniform year-round time system, either permanent standard time or permanent daylight saving time

Federal law (15 U.S.C. § 260a) currently prevents states from eliminating time changes without congressional approval; Arizona, Hawaii, and U.S. territories are the only areas currently exempt

Resolution cites health benefits of consistent time including reduced circadian rhythm disruptions, lower risk of heart attacks and strokes, and improved mental health from eliminating seasonal mood disturbances

Additional cited benefits include energy savings, fewer traffic accidents, reduced workplace injuries, and increased economic productivity

Copies of the resolution to be transmitted to presiding officers of Congress, all Pennsylvania members of Congress, and the U.S. Department of Transportation Office of General Counsel
