Adopts Financial Operating Rules governing the Pennsylvania Senate for the 209th and 210th Regular Sessions (2025-2026)

Establishes the Chief Clerk's office as the central authority for personnel, payroll, contracts, equipment purchases, and expense processing, requiring detailed documentation for all employees and service contractors

Sets travel reimbursement policies allowing Senators mileage for legislative travel, per diem allowances for meals and lodging (only when duties occur more than 50 miles from residence), and authorizes the Chief Clerk to enter master lease agreements with the Department of General Services for Senate vehicles

Prohibits Senators and their immediate family members from having financial interests in district office properties where rent or utilities are paid by the Senate

Requires quarterly public posting of all Senate expenses on an accessible website, including per diems, travel, meals, lodging, equipment, and office expenses, searchable by name, office, account, and date
