Pennsylvania created conservation districts in 1945 in response to the Dust Bowl of the 1930s, with every county except Philadelphia having a conservation district

Each district is led by a volunteer board of directors composed of farmers, public members, and a county government representative who identify local conservation needs and develop strategic plans
