Designates September 2, 2025, as "V-J Day" in Pennsylvania to mark the 80th anniversary of the Japanese Instrument of Surrender signing aboard the USS Missouri in Tokyo Bay

Commemorates the September 2, 1945, signing by Japanese Foreign Minister Mamoru Shigemitsu and Army Chief of Staff Yoshijiro Umezu, with General Douglas MacArthur accepting on behalf of Allied Powers

Recognizes representatives from nine Allied nations who witnessed the surrender: United States, China, United Kingdom, Soviet Union, Australia, Canada, France, Netherlands, and New Zealand

Encourages local governments and communities throughout Pennsylvania to conduct appropriate V-J Day observances to honor those who sacrificed during World War II
