Continues electronic ballot transmission for eligible disabled voters and UOCAVA-covered voters (military and overseas citizens), extending provisions set to expire December 31, 2025

Requires electronic ballot transmission systems to undergo independent security reviews, meet NIST Cybersecurity Framework guidelines, and receive approval from the Secretary of State

Defines "eligible disabled voter" as a person incapacitated to such an extent that voting at polls would be an undue hardship due to illness, mental or physical disability, blindness, or serious mobility impairment

Removes previous restriction limiting electronic ballot transmission to facsimile numbers provided by the Federal Voter Assistance Program, allowing use of approved secure electronic systems

Takes effect upon passage
