Adds new definitions to the Energy Facility Siting Act for grid-enhancing technologies including advanced conductors (at least 10% lower electrical resistance), dynamic line rating, advanced power flow control, topology optimization, and energy storage as transmission/distribution assets

Expands the definition of "alteration" to include modifications that significantly impact transmission costs to ratepayers, in addition to existing criteria of environmental and public health impacts

Requires applicants to study alternatives including advanced conductors, grid-enhancing technologies, and non-wires/non-pipeline alternatives to avoid or minimize expenditures and maximize cost-effectiveness

Mandates applicants demonstrate they have considered using existing rights-of-way for transmission line infrastructure, with expedited licensing available for projects that do so

Requires transmission project applicants to describe how projects fulfill identified regional grid needs, including "right-sizing" analyses and justification if a project does not address regional needs
