Removes "clean coal technology" from the list of preferred primary fuels for energy generation projects that receive priority from the Energy Facilities Siting Board, leaving only renewable fuels and natural gas as priority fuel sources.

Deletes the definition of "clean coal technology" from the Energy Facility Siting Act, which had defined it as technologies from the U.S. Department of Energy's clean coal program producing emissions substantially equal to natural gas plants.

Amends Rhode Island General Laws Chapter 42-98 (Energy Facility Siting Act), specifically sections 42-98-2 and 42-98-3.

Takes effect immediately upon passage.
