Prohibits combustion-based heating for air or water heating in all new state and municipal buildings open to the public, including public schools, with construction commencing after January 1, 2028

Applies to renovations and replacements exceeding 50% of building value, as well as any extensions or increases in floor area, stories, or height of public buildings after January 1, 2028

Requires covered buildings to comply with the 2021 Act on Climate goals and the Rhode Island conservation code based on the 2024 International Energy Conservation Code (IECC)

Exempts emergency back-up power systems and buildings designed for laboratories, hospitals, or crematoriums where no reasonable alternative exists, as determined by the Executive Climate Change Coordinating Council

Allows municipalities to apply to the state building code standards committee for waivers in cases of undue hardship or burden
