Requires a $25.00 service charge and $5.00 transfer charge, with $15.00 going to the Division of Motor Vehicles for manufacturing and distribution costs and the remainder deposited into the general fund

Original registration plates must be removed when the commemorative plate is displayed, though the registration certificate remains valid for the new plate

Takes effect six months after passage
