Amends Rhode Island's Unfair Claims Settlement Practices Act to require dental insurers to honor "direction to pay" requests from insureds or claimants, allowing direct payment to any dental provider who meets the insurer's credentialing criteria, regardless of network participation status

Prohibits insurers from reducing or modifying benefit amounts paid directly to dental providers compared to what participating providers receive, while preserving the insurer's right to review patient records to verify services were rendered

Bans contracts between insurers and dental providers that require providers to accept payment only by virtual credit card; insurers must offer alternative payment methods with clear instructions

Prohibits insurers from charging dental providers any fees for access to payment or claims data, or for transmission, processing, or mailing of payments

Takes effect upon passage and applies to all domestic, foreign, or alien insurers settling dental claims in Rhode Island regardless of where the policy originated
