Prohibits landlords from using "revenue management devices" or algorithmic rent-setting software that relies on nonpublic competitor data to set, recommend, or determine rental rates or occupancy levels for residential units in Rhode Island

Defines "nonpublic competitor data" as information not publicly available, including actual rent amounts, occupancy levels, and lease dates from competitors, whether attributed or anonymized

Exempts reports presenting aggregated or historical rental data and systems used solely for affordable housing program compliance from the prohibition

Violations constitute unfair or deceptive trade practices under Rhode Island law, enforceable by the Attorney General with remedies including injunctive relief, civil penalties, restitution, and costs

Takes effect immediately upon passage
