Expands Rhode Island's rehabilitation building and fire code to apply to existing one, two, and three-family residential dwellings, which were previously excluded from these provisions

Adds a new legislative purpose stating the code is intended to encourage continued use and reuse of existing buildings and structures

Repeals any existing laws, rules, or regulations that expressly exclude one, two, or three-family residential dwellings from the rehabilitation building and fire code

Aims to facilitate renovation and rehabilitation of existing homes by allowing them to meet rehabilitation code standards rather than new construction requirements, which can be prohibitively expensive

Takes effect immediately upon passage
