Prohibits Rhode Island cities and towns from enacting or enforcing ordinances that ban or restrict the sale, purchase, ownership, or use of powered landscape equipment based solely on fuel or power source type

Covers leaf blowers, lawn mowers, string trimmers, hedge trimmers, edgers, and similar outdoor maintenance equipment powered by gasoline, diesel, electricity, battery, or other energy sources

Municipalities may still adopt reasonable content-neutral noise regulations, restrictions on hours of operation for all powered equipment, and public safety regulations that do not effectively prohibit equipment based on fuel type

Grandfathers existing municipal bans on gas-powered equipment adopted before the effective date, allowing them to remain enforceable as long as they are not amended, expanded, or reenacted

Takes effect immediately upon passage
