Eliminates the annual allocation of up to 3% of demand-side management gas and electric funds for expert consultants and administration costs of the Energy Efficiency and Resource Management Council

Removes the 60/40 funding split between the Office of Energy Resources and the Energy Efficiency and Resource Management Council for administrative activities related to energy efficiency and renewable energy programs

Eliminates the $5 million annual allocation from demand-side management funds to the Rhode Island Infrastructure Bank for energy efficiency, renewable energy, clean transportation, and related project financing

Repeals provisions allowing the Office of Energy Resources to issue requests for proposals for third-party administration of statewide energy efficiency programs

Takes effect immediately upon passage
