Restricts utility-scale solar projects to developed areas only, including rooftops, parking lots, commercial properties, and urban residential areas where the structure provides energy to those properties

Prohibits utility-scale solar development on forested land, farmland, undeveloped property of one acre or more, and other rural areas

Defines "utility-scale solar project" as one producing 10 megawatts (MW) or more, or producing electricity for sale under Rhode Island's renewable energy provisions (chapter 26.4 of title 39)

Adds new section 45-24-46.6 to Rhode Island's zoning ordinances chapter, overriding any conflicting general or special laws

Takes effect immediately upon passage
