Establishes mandatory energy benchmarking for residential and non-residential buildings 25,000+ gross square feet, requiring owners to report annual energy use through EPA's ENERGY STAR Portfolio Manager tool

Buildings 50,000+ square feet must begin reporting by May 15, 2028; buildings 25,000-49,999 square feet must begin by May 15, 2030

Rhode Island Office of Energy Resources (OER) will administer the program, notify property owners annually, publish covered property lists, and deliver annual summary reports to the General Assembly by December 31 each year

Exemptions available for properties unoccupied for the entire calendar year, under active demolition, or without energy services for the full year

Enforcement incentives include requiring program participation before accessing state grants for decarbonization efforts, with escalating warnings and fines authorized no earlier than May 15, 2031
