Creates a state civil cause of action allowing individuals to sue persons acting under color of federal law for deprivations of U.S. Constitutional rights, including interference through threats, intimidation, or coercion

Eliminates all immunity defenses: state statutory and common law immunities do not apply, and federal immunities are excluded to the extent constitutionally permissible

Establishes a 3-year statute of limitations from the date of the incident, with tolling provisions for persons under disability due to age, mental incompetence, or other reasons

Requires courts to award reasonable attorneys' fees and costs to prevailing plaintiffs, with a "catalyst theory" standard for injunctive relief cases
