Creates the Crook Point Bridge Authority as an independent public body to acquire, maintain, preserve, and redevelop the Crook Point Bascule Bridge and adjacent property in Providence

Establishes a 3-member board of directors appointed by the Providence mayor with city council approval, with initial staggered terms of 1, 3, and 5 years and subsequent 5-year terms with no term limits

Grants the Authority broad powers including issuing bonds, borrowing money, purchasing and selling property, entering contracts, and employing staff, while board members serve without compensation

Exempts the Authority from all state taxes and specifies that its obligations are not debts of Providence or Rhode Island, payable only from the Authority's own revenues and assets

Requires annual reporting to the mayor and city council on finances and activities, with compliance with open meetings, public records, and ethics laws
