Imposes a $40 issuance surcharge on the plates, split evenly between the state general fund ($20) and the nonprofit ($20) for accessibility initiatives

Requires a $10 surcharge on subsequent registration renewals, allocated entirely to Real Access Motivates Progress

Plates must meet minimum prepaid order requirements before production, with the nonprofit responsible for collecting initial orders

Real Access Motivates Progress must submit an annual accounting report and use all Rhode Island-sourced funds for the benefit of Rhode Island-based charitable organizations
