Requires the Department of Environmental Management to offer voter registration simultaneously with hunting or fishing license applications and renewals, with applicants able to decline registration.

Mandates DEM employees provide the same level of assistance for voter registration as for license applications, with one signature sufficient for both forms.

Completed voter registrations must be transmitted electronically to the central voter registration system by the next business day, and registrations will not be transmitted for applicants who fail to certify U.S. citizenship.

Protects ineligible voters who become registered through this process from prosecution, presuming their registration was officially authorized, unless they knowingly provided false information.

Takes effect 90 days after the DEM director certifies in writing to the General Assembly that the department's computer system can meet the requirements.
