Creates a permanent joint legislative committee of 11 members to oversee the Department of Children, Youth and Families, with 6 House members appointed by the Speaker and 5 Senate members appointed by the Senate President

Requires bipartisan composition, limiting House appointments to no more than 4 from the same party and Senate appointments to no more than 3 from the same party

Mandates the committee report findings and recommendations to the General Assembly at least annually, with authority to propose legislation and initiate studies

Requires both legislative chambers to refer all bills and resolutions affecting DCYF to this joint committee, either initially or after other committee action

Authorizes the committee to contract for technical services and hold meetings outside the State House when necessary to fulfill its oversight duties
