Expands the definition of "small employer" under Rhode Island's Small Employer Health Insurance Availability Act from businesses with 50 or fewer eligible employees to those with 100 or fewer eligible employees

Allows businesses with 51-100 employees to access small group health insurance market protections, including adjusted community rating requirements that spread financial risk across the carrier's entire small group population

Maintains existing eligibility criteria requiring employers to have employees working 30+ hours per week, with the majority employed within Rhode Island, on at least 50% of working days during the preceding calendar quarter

Takes effect immediately upon passage
