Restructures governance of the urban collaborative (serving Providence, Pawtucket, East Providence, Central Falls, and other approved districts) from school committee chairs/superintendents to a formal urban collaborative board

Establishes board representation based on student enrollment: each member district appoints one board member plus one additional member for every 30 students attending from that district

Prohibits termination of Providence's participation in the urban collaborative during the state intervention without approval from the Providence school board, voiding any prior such decisions

Protects Providence students from involuntary withdrawal from the urban collaborative and allows students denied enrollment by the district to apply directly to the collaborative

Requires Providence public schools to maintain funding to the urban collaborative at no less than fiscal year 2025 levels, adjusted for statewide school aid increases
