Requires all individual and group health insurance policies delivered, issued, or renewed on or after January 1, 2027 to cover services provided by licensed certified lactation counselors for childbearing families and infants from birth to 12 months old

Prohibits insurers from requiring supervision, signature, or referral from another health care provider as a condition for reimbursement, unless those requirements apply equally to other provider categories

Prohibits insurers or patients from being charged for duplicate services rendered by both a lactation counselor and another health care provider

Mandates annual reporting of utilization and cost data for lactation counselor services to the Office of the Health Insurance Commissioner by July 1, 2027 and each year thereafter

Exempts limited benefit policies including hospital indemnity, disability income, accident-only, long-term care, Medicare supplement, and specified disease indemnity plans
