Authorizes the Rhode Island Division of Motor Vehicles to issue special license plates for the Lime Rock Foundation, Inc., featuring the Ida Lewis Lighthouse with design approval required from Rhode Island State Police

Imposes a $40.00 issuance surcharge on the special plates, split evenly between the state general fund ($20.00) and the Lime Rock Foundation ($20.00) for lighthouse preservation

Requires a $10.00 surcharge on subsequent registration renewals, allocated entirely to the Lime Rock Foundation, Inc.

Mandates the foundation use any Rhode Island-sourced funds for the benefit of Rhode Island-based charitable organizations and submit annual accounting reports before receiving distributions

Takes effect six months after passage, subject to minimum pre-paid order requirements per plate type before production begins
