Creates a new "adaptive vehicle license plate" for motor vehicles structurally modified with equipment such as ramps, lifts, lowered floors, or specialized hand controls to transport individuals with significant mobility impairments

Requires applicants to submit a DMV application, medical certification from a licensed physician or physical therapist, and proof of vehicle modification; standard registration fees apply

Grants plate holders parking privileges in designated accessible loading/unloading zones and use of designated areas at public facilities requiring additional space for ramp deployment or passenger transfer

Exempts adaptive vehicles from certain height, width, or bumper restrictions that apply to non-modified vehicles

Authorizes the Division of Motor Vehicles to furnish plates displaying the International Symbol of Access for passenger vehicles or pickup trucks used exclusively for noncommercial purposes
