Requires licensed mental health professionals to obtain written informed consent before using AI tools that record or transcribe therapy sessions, including disclosure of AI use and its specific purpose

Prohibits AI from making independent therapeutic decisions, directly interacting with clients in therapeutic communication, generating treatment plans, or detecting emotions/mental states

Mandates that all therapy or psychotherapy services offered in Rhode Island, including internet-based AI services, must be conducted by a licensed professional

Permits AI use only for administrative support (scheduling, billing) and supplementary support (record preparation, anonymized data analysis) where the licensed professional maintains full responsibility

Exempts religious counseling, peer support services, and publicly available self-help/educational materials from the regulations; authorizes the Director of Health to investigate violations and promulgate rules
