Requires the Rhode Island Office of Highway Safety to commission an annual study by an outside expert entity to analyze traffic stop and search data for racial disparities, using multivariate statistical analysis at the 85% confidence level or above

Mandates law enforcement agency heads conduct monthly reviews of officer-specific stop and search data and submit annual reports beginning July 1, 2027, including certifications of compliance and documentation of any remedial actions taken to address racial disparities

Establishes a 12-member CCPRA advisory committee with appointees from the governor, legislature, attorney general, public defender, police chiefs association, NAACP, and civil rights organizations to advise on data collection and study methodology

Requires police departments to transmit all traffic stop and search data collected between July 1, 2024 and June 30, 2027 within 90 days of the act's effective date for inclusion in the annual study

Creates a public online data interface allowing users to view and analyze stop and search data by race, ethnicity, and other data points for individual departments or statewide, both cumulatively and by year
