Requires the state board of elections to publish scanned images of all irregular ballots (write-in votes) on its website, regardless of candidate eligibility or whether the votes may affect election outcomes

Mandates local boards of canvassers adjudicate individual write-in votes when the total number of write-ins could affect an election outcome, including when write-in totals fall within recount margins

Entitles write-in candidates who have filed required campaign finance reports (or qualify for filing exemptions) to have their write-in votes adjudicated regardless of total votes cast

Removes the prior provision that only reported write-in candidates receiving fewer than 5 votes as a composite total, requiring instead that all write-in votes be published with total counts for each office

Takes effect immediately upon passage
